A system that begins from relative coherence has a greater chance of embedding learning architecture intentionally rather than retrofitting it into incompatible silos. When governance frameworks are already aligned and institutional relationships are established, the prospect of coordinated redesign becomes more plausible. In this respect, Australia is not starting from scratch; it is starting from a position that could support structural adaptation if the will and clarity of purpose are present.
Yet strengths do not eliminate constraint. The same arithmetic that applies globally applies here.
